Skills, Qualifications, and Experience


Mandatory
The Contractor must be able to provide suitably qualified personnel with the skills, ability and qualifications including:

  • Recent graduation in Information Technology, Security Studies, Business, Commerce related fields
  • Experience with MS Outlook, Excel, and Word.
  • Demonstrated analytical and problem-solving skills.
  • Demonstrated capacity to participate in discussions that identify solutions to data, system, or procedural issues.
  • Demonstrated ability to communicate (spoken and written) with colleagues in a way that supports day-to-day operations.
  • Strong writing skills, with the ability to translate data into clear and actionable insights for senior decision makers.
  • Ability to assist senior staff and fellow team members to achieve organisational goals and objectives.
  • Australian citizen with an NV2 clearance.


Desirable

  • Ability to demonstrate digital & data skills to enable evidence-based decisions. This includes understanding of systems and tools such as SQL, Power BI, and/or Python.
  • Prior experience working in or with Federal Government
  • Working knowledge of MS Visio (for layout diagrams), HyperTerminal and IP networks.
  • Exposure to analytical or programming software packages (e.g. Python, Ruby, Splunk etc.)

Key Responsibilities:

Engineer

Key Responsibilities:

  • Requirements derivation, adherence and management, including meetings, working groups, Mandated System Reviews (MSR) and Capability acceptance.
  • Provide professional engineering advice, guidance, mentorship and assistance when required, including to team members including graduate levels.
  • Stakeholder engagement activities within the Project and the Customer / Capability Manager, including developing and maintain relationships.
  • Foster a collaborative culture via the sharing of knowledge and expertise amongst project team members, management and stakeholders.
  • Work within a multidisciplinary team to develop design requirements in the context of engineering change management and configuration management.
  • Support contract negotiations and tender evaluation activities, including the review of contractor submissions and provision of input to the development of technical specifications and related documentation.


Highly Desirable Experience and / or Qualifications:

  • Demonstrated experience in the Engineering discipline, including the planning, scoping, budgeting and forecasting of tasks, activities and deliverables within the Project, and the ability to work in a distributed team across a varied workforce and environment.
  • Demonstrated experience in the development of key engineering project artefacts such as the Systems Engineering Management Plan.
  • Demonstrated experience in the conducting of key tests, trials and demonstration activities in support of the above-mentioned key artefacts.


Preferable Defence Experience:

  • Defence and/or CASG experience.
  • One Defence capability planning principles and program gate review processes.
  • Previous experience with Army Acquisition Projects.

Systems Engineer

 

  • Location - Melbourne, VIC

Key Responsibilities:

  • Maintain security engineering related artefacts (e.g. System Overview Document, Business Impact Level, Security Risk Management Plan, Standard Operating Procedures, Security Classification & Categorisation Guide and other documents required in the Security Documentation Pack).
  • Support the engineering and configuration management activities of the Platform Systems team, including the development and review of procedural documentation.
  • Assist and provide guidance to the Integration Engineering Manager on engineering and configuration management.
  • Support current in-service equipment by providing ICT security updates and issues from Original Equipment Manufacturers (OEMs). Assist in testing and maintaining ICT security systems changes.
  • Assist in the preparation of documentation and reports.
  • Work closely with the Security Branch representatives to ensure acceptance of security documentation pack.
  • Conduct capability and concept development; requirements analysis and development.
  • Conduct process and architecture analysis and development.
  • Conduct design and implementation.
  • Conduct V&V.
  • Conduct certification and support.
  • Plan and deliver engineering services, regulatory compliance, resource management, and project outcomes.
  • Conduct reviews of contract deliverables.


Experience Skills Sought:

  • Professional engineering qualifications that cover the relevant subject areas and with extensive experience in the required systems and software engineering services.
  • Commensurate with relevant Australian and International Standards, regulations, and Defence requirements.
  • Employ industry best practice when undertaking the Services.


Essential Experience and / or Qualifications:

  • A qualified practitioner with higher degree qualifications or relevant industry experience of more than 8 years.


Highly Desirable Experience and / or Qualifications:

  • Previous Defence experience is highly desirable.
  • Practical knowledge of security management.
  • Extensive industry and specialty experience in electrical engineering and systems integration including integration on maritime platforms.
  • Already have or have the ability, to obtain a Negative Vetting 1 Security Clearance.
  • Experience with RF environments and wireless communications in contested communications or electronic warfare domains.
  • Experience in digital communications protocols and signal conversion techniques.
  • Experience driving processes and process improvements, including continuous improvement methodologies.

Key Responsibilities:

  • Analyse project information and cost data to adequately monitor and report on project cost and schedule progress, and to provide practical Earned Value Performance Measurement (EVPM).
  • Monitor, advise and assist project management personnel in relation to the use of current industry best practice schedule tools and project schedule reporting methodologies.
  • Manage individual schedules to ensure effective completion of all scheduled task and activities and work with the Scheduler to incorporate changes to the master schedule where required.
  • Services are to be provided by personnel with a thorough understanding of both the military and operational environment as well as the capability integration requirements.
