Responsibilities:

Key duties and responsibilities:

  • Provide effective administration of finances and budgets, including management of project record keeping requirements and systems; secretariat support for project meetings and forums; development of briefs and minutes, monthly reporting, yearly financial planning and future budget planning.
  • Assist in managing activities and processes relating to project finance (including accounting, audit and budgetary controls), project procurement, asset accounting, and project-specific and general administration activities.

Key Responsibilities:

Key Responsibilities:

  • Perform critical and complex engineering activities and providing advice in the field of software systems engineering for the project.
  • Perform the systems/software engineer role in a complex and diverse technological environment.
  • Develop engineering plans and designs that are produced with, and consumed by, other engineering specialists.
  • Work with systems architects and engineering management in the design and specification of software-related engineering artefacts.
  • Support the Engineering Manager in development of engineering work packages.
  • Support the wider engineering, project management and commercial activities where systems/software engineering expertise is required.
  • Monitor and ensure that safety aspects of systems are considered and incorporated into software engineering activities.

  • Comprehensive understanding in engineering of complex systems.

  • A sound understanding of DevSecOps and the Software Development Lifecycle (SDLC).
  • Experience with the MS Azure environment.

Deliverables:

  • Stakeholder Engagement.
  • Lead engagement with Defence stakeholders.
  • Facilitate workshops, briefings, and consultations to support capability development.
  • Project Management.
  • Manage schedules, risks, and reporting for assigned Army Minors and Major project activities.
  • Support coordination across multiple project teams within the Land Fires Program.
  • Procurement Support.
  • Coordinate evaluation panels and contribute to tender assessments and recommendations.
  • Capability Integration.

Senior Project Officer

Key duties and Responsibilities:

  • Provide effective administration of finances and budgets, including management of project record keeping requirements and systems; support for project meetings and forums; development of briefs and minutes, monthly reporting, yearly financial planning and future budget planning.
  • Assist in managing activities and processes relating to project finance (including accounting, audit and budgetary controls), project procurement, asset accounting, and project-specific and general administration activities.
  • Responsible for development and successful completion of ICT procurement submissions and supporting documentation in accordance with legislation, Commonwealth, and agency procurement guidelines and procedures.

Key Outcomes:

  • Review the suite of procurement and contracting skills and competencies established in relation to Defences' strategic procurement and contracting goals and priorities both currently and into the future.
  • Evaluate the efficiency and effectiveness of existing Defence and ancillary Procurement and Contracting Jobs.
  • Family professionalisation activities organised by the learning framework (including but not limited to training, guidance materials and on the job learning) against relevant skills and competencies mapped for the P&C job family.
  • Identify and characterise professionalisation gaps and opportunities and conceptualise corresponding best practice solutions.
  • Prepare a Professionalisation Strategy paper and an Implementation Plan to guide, inform, deliver, promote, monitor and maintain proposed professionalisation suite.


Deliverables: 

  • Review and suggest improvements or changes to the necessary skills and competencies to address Defences' strategic procurement and contracting goals and priorities using the framework.
  • Provide a detailed evaluation and analysis of Defence's current P&C courses.
  • Analyse whether professionalisation activities provide effective learning and development against the job roles and competency framework.
  • Provide recommendations based on findings in the Training Gap Analysis to ensure the P&C job family has a fit for purpose suite of professionalisation activities in support of the Job roles and P&C competency framework and other professionalisation tools.
  • Learning and Development Business Cases, costings and training volumes relating to the suite of proposed training solutions.
  • Establish the delivery of tranches of solutions, key milestones, resources, and timelines. It will establish a tangible, achievable schedule with which Commercial Division can approach the market to achieve the delivery of the Professionalisation strategy.
